Preamble

We the members of the Exile Alliance determined:

To establish conditions under which justice and mutual respect for the obligations arising from treaties and other sources of law can be maintained, and

To promote social progress and better standards, and to these ends to practice benevolent tolerance and peace with one another and:

To unite our strength to maintain intra-clan peace and security, and

To ensure by the acceptance of principles and the institution of methods that armed force shall not be used except in the common defense, and to employ the promotion of the economic and social advancement of all clans with in the alliance; and have resolved to combine our efforts to accomplish these aims.

Accordingly, the respective social systems of the Exile Alliance, through representatives, who have exhibited their full powers to be in good and due form, have agreed to these Articles, and do hereby establish an organization to be known as the Exile Alliance.

Chapter I

Purposes and Principles

Article 1

The purposes of the Exile Alliance are:

To maintain inter-clan peace and security within the treaty exploration territory, and to that end: to take effective collective measures for the prevention of threats to the peace, the suppression of acts of aggression, and to bring about by peaceful means, and employing the principles of justice, adjustment or settlement of interplanetary disputes which might lead to a breach of the peace;

To develop friendly relations among clans based on respect for the principles of equal rights and self-determination of intelligent life-forms, and to other appropriate measures to strengthen universal peace;

To achieve inter-clan cooperation in solving intra-clan problems of economic, social, cultural, or humanitarian character; in promoting and encouraging respect for all human rights; and for fundamental freedoms for all without distinction as to culture, sex, or religious belief; and to be a center for councilence of the actions of all social systems in the attainment of these common ends.

Article 2

The Exile Alliance and its members, in pursuit of the purposes stated, shall act in accordance with the following principles:

The Exile Alliance are based on the sovereign equality of all its Field Marshalls;

In order to ensure to all of them equal rights and benefits resulting from membership, all members shall fulfill in good faith the obligations assumed by them in accordance within these Articles of Constitution;

All members shall settle their disputes by peaceful means in such manner that intra-clan peace, security, and justice, are not endangered;

In all inter-clan relations, all members shall refrain from the threat, or use, of force against the territorial integrity or political independence of any clan social system, or in any manner inconsistent with the purposes of the Exile Alliance;

All members shall give the Exile Alliance and it’s allies every assistance in any action taken in accordance with these Articles, and shall refrain from assisting any clan social system against which the Exile Alliance is taking preventive or enforcement action;

Nothing within these Articles shall authorize the Exile Alliance members to intervene in matters which are essentially the domestic jurisdiction of any individual clan social system.

Chapter II

Membership

Article 3

The original members of the Exile Alliance shall be those which, having participated in the creation of Exile Alliance.

Article 4

Membership into the Exile Alliance is open to any other person which accept the obligations contained in These Articles and, in the judgment of the Divisional Leader, are capable and willing to carry out these obligations;

Article 5

The Field Marshall Council may suspend the rights and privileges of any Field Marshall or member of the Exile Alliance against which the Field Marshall Council has taken preventive or enforcement action to correct severe rule violations. The Field Marshall Council may restore these rights and privileges of membership at its discretion.

Article 6

Any Field Marshall of the Exile Alliance which has persistently violated the purposes and principles contained in these Articles may be expelled from the Exile Alliance by the Field Marshall Council upon the recommendation of the Field Marshall that has noted the violations and that has taken previous action to correct the violations.

Chapter III

Agencies

Article 7

These are established as the principle agencies of the Exile Alliance: a Field Marshall Council, a Command Staff Council, an Exile Alliance Court of Justice, a Diplomacy Committee, a Recruitment Committee, Divisional Operations Committee, and a Special Task Force

Such subsidiary agencies as may be deemed necessary from time to time may be established in accordance with these Articles;

Article 8

The Exile Alliance shall place limit restrictions on the eligibility of male and female or any member to participate in any capacity under conditions of equality in its principal and subsidiary agencies. Members under the age of Sixteen (16) must submit parental consent to be completed and mailed to the specific person designated by The Field Marshalls Council. Such consent form shall be printed and filed with the designated Field Marshall.

Chapter IV

The Field Marshall Council

Article 9

Composition

The Field Marshall Council shall consist of all the Field Marshalls. Each Field Marshall shall be entitled to have one (1) person from the command staff to act on his or her behalf in the event the particular Field Marshall is unable to attend designated functions.

Article 10

Functions and Powers

The Field Marshall Council may discuss any questions on any matters within the scope of these Articles or relating to the powers and functions of any agencies provided for in these Articles and, any Major or above may make recommendations to the members of the Field Marshall Council on any such questions or matters. Only upon special request and approval of the Divisional Leader, along with the recommendations of two (2) senior officers, may a junior member be allowed to address the Field Marshall Council directly.

Article 11

The Command Staff Council may consider the general principles of cooperation in maintaining inter-clan peace and security, and may make recommendations with regard to such principles to the members of the Field Marshall Council;

The Command Staff Council may discuss any questions relative to the maintenance of intra-clan peace and security put to it by any member of any alliance clan. Any such question on which action is necessary shall be voted on by the Field Marshall Council either before or after discussion;

Any member of Exile Alliance or alliance clan may call situations which are likely to endanger the inter-clan and intra-clan peace and security to the attention of the Field Marshall Council.

The powers of the Field Marshall Council as set forth in this Article shall not limit the scope of Article 10.

Article 12

Subject to the provisions of Article 11, the Field Marshall Council may recommend measures for the peaceful adjustment of any situation, regardless of origin, which it deems likely to impair the general welfare or friendly relations among the clans, including situations resulting from violations of the provisions of these Articles setting forth the purposes and principles of the Exile Alliance.

Article 13

The Field Marshall Council shall receive and consider regular and special reports from the Special Task Groups (when assigned); which reports shall include an account of the measures that the Task Group has decided upon or taken to maintain inter-clan peace and security;

The Field Marshall Council shall receive and consider reports from other agencies of the alliance on agreed upon regular periods or reporting;

Article 14

The Field Marshall Council shall perform such functions of intra-clan trusteeship as are assigned to it under Chapters XII and XIII, including the approval of the trusteeship agreements for areas which are not designated as strategic;

Article 15

Voting

Each member of the Field Marshall Council shall have one (1) vote;

Decisions of the Field Marshall Council on important questions shall be made on a two-thirds (2/3) majority vote of the members present and voting. These questions shall include: recommendations with respect to the maintenance of inter-clan peace and security; the admission of new alliances with clans; the suspension of the rights and privileges of membership; the expulsion of Field Marshalls; questions relating to the operation of the Exile Alliance Clan;

Decisions on other questions, including the determination of additional categories of questions to be decided by a two-thirds (2/3) majority, shall be made by a majority vote of the members present and voting;

Article 16

The Field Marshall Council and Command Staff Council shall meet in regular periodic sessions and in such special sessions as occasion may require. Special sessions shall be convoked by the request of the Field Marshall or of a majority of the senior officers of the Exile Alliance;

Article 17

The Field Marshall Council shall adopt its own rules of procedure. It shall elect its president for three (3) months to oversee each session; The Field Marshall Council may establish such subsidiary agencies as it deems necessary for the performance of its functions.

Chapter V

Article 18

Functions and Powers

In order to assure prompt and effective action by the Field Marshall Council, its members confer on the primary responsibility for the maintenance of inter-clan peace and security, and agree that in carrying out its duties under this responsibility the Field Marshall Council can act of their own behalf or appoint a person to act on their behalf;

In discharging these duties the Field Marshall Council shall act in accordance with the purposes and principles of the Exile Alliance Constitution. The specific powers granted to the Field Marshall Council for the discharge of these duties are laid down in Chapters VI, VII, VIII, and XII;

Article 19

The members of the Exile Alliance agree to accept and carry out the decisions of the field Marshall Council in accordance with these Articles;

Article 20

In order to promote the establishment and maintenance of inter-clan peace and security with the least diversion of the clans’ members, and economic resources for armaments, the Command Staff Council shall be responsible for formulating, with the assistance of clans within the alliance (if necessary), plans to be submitted to the members of the Field Marshall Council for the establishment of a system for the regulation of armaments;

Article 21

Voting

Voting shall be carried out in accordance with article 15;

Article 22

Procedure

The Field Marshall Council shall be so organized as to be able to function continuously. Each Field Marshall of the Field Marshall Council shall, for this purpose, be represented at all times at the seat of the Council;

The Field Marshall Council shall hold periodic meetings at which each of its members may, if it so desires, be represented by an appointed member or by some other specially designated representative;

Chapter VI

Specific Settlement of Disputes

Article 23

The parties to any dispute with in Exile Alliance, the continuance of which is likely to endanger the maintenance of inter-clan peace and security, shall, first of all, seek a solution by negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement, or other peaceful means of their own choice;

If a resolution can not be reached through any of the above mentioned ways, the Divisional Leader or their designee for the Exile Alliance shall review the situation; If a solution is still not possible, the disputing parties reserve the right to bring the situation before their Court of Justice; If a solution is still not possible, the disputing parties reserve the right to bring the situation before their Command Staff Council; upon review of the situation, if the Command Staff Council is unable to reach a peaceful solution, the disputing parties reserves the right to petition the Field Marshall Council for review and possible solution;

The Field Marshall Council shall, when it deems necessary, call upon the subsequent parties to settle their disputes by such means the Field Marshall Council deems necessary; Decisions made by the Field Marshall Council are final and no appeals will be permitted.

Article 24

The Field Marshall Council, Command Staff Council, and/or Court of Justice may investigate any dispute, or any situation that might lead to inter-clan friction or give rise to a dispute, in order to determine whether the continuance of the dispute or situation is likely to endanger the maintenance of inter-clan peace and security. All findings will be submitted to the Field Marshall Council.

Article 25

Any member of the Exile Alliance may bring any dispute, or any situation of the nature referred to, in Article 24, the attention of the Field Marshall Council if the member feels that the situation can’t be handled within their chain of command.

Article 26

The Field Marshall Council may, at any stage of a dispute of the nature referred to in Article 23 or of a situation of like nature, recommend procedures or appropriate methods of adjustment;

The Field Marshall Council shall take into consideration any procedures for the settlement of the dispute which have already been adopted by the parties;

In making recommendations under the Article, the Field Marshall Council should also take into consideration that legal disputes should as a general rule be referred to the Exile Alliance Court of Justice in accordance with the provisions of the statute of the court;

Article 27

Without prejudice to the provisions of Articles 23 to 26, the Field Marshall Council may, if all the parties to any dispute so request, make recommendations to the parties with a view to a pacific settlement of the dispute.

Chapter VII

Action with Respect to Threats of the Peace, Breaches of the Peace, and Acts of Aggression

Article 28

The Exile Alliance Court of Justice in cooperation with the Field Marshall Council shall determine the existence of any threat to the peace, breach of the peace, or act of aggression and shall make recommendations to maintain or restore inter-clan peace and security;

Article 29

No one person is authorized to declare war on another clan regardless of the situation.

Article 30

Only by the agreement of the Field Marshall Council may war be declared. Only in response to an act of aggression against the Exile Alliance may an individual Field Marshall declare war on the aggressing clan without the approval of the Field Marshall Council.

Article 31

The only restriction to article 30 is as follows: When responding to an aggressive act by another clan, declaration of war must be agreed on by three (3) Generals or at a minimum, by no less than two (2) Generals and not less than two (2) Senior Officers from the Exile Alliance.

Article 32

In order to prevent aggravation of the situation, the Field Marshall Council may call upon the Exile Alliance and/or its allies to comply with such provisional measures as it deems necessary or desirable. Such provisional measures shall be without prejudice to the rights, claims, or position of the parties concerned. The Field Marshall Council shall take into account any failure to comply with such provisional measures;

Article 33

The Field Marshall Council may decide what measures to use or that are to be employed to give effect to its decisions, and may call upon the members of the alliance to apply such measures. These may include partial or complete interruption of economic relations and severance of diplomatic relations;

Article 34

Should the Field Marshall Council consider that measures under Article 30 would be inadequate or have proved to be inadequate, it may take such action by armed force as necessary to maintain or restore inter-clan peace and security. Such action may include demonstrations, blockades, and other operations by Exile Alliance or combined peace-keeping forces;

Article 35

All members of the Exile Alliance in obligation to the maintenance of inter-clan peace and security, agree to make available to Exile Alliance, on call of the Field Marshall Council, armed forces, assistance and facilities, including rights of passage, necessary for the maintenance of inter-clan peace and security;

Article 36

When the Field Marshall Council has decided to use force it shall, before calling upon a member not represented on it to provide armed forces in fulfillment of obligations assumed under Article 30, invite that member to participate in the decision of the Field Marshall Council relating to the employment of contingents of the member's armed forces;

Article 37

In order to enable the Field Marshall Council to take urgent military measures, all members of Exile Alliance assigned to a Special Task Force, shall assign a new tag to their name as to be employed as a single peace-keeping force of the Exile Alliance. All contingents so assigned, and for the duration of their assignment, shall hold full faith and loyalty to the Exile Alliance and the protection of the purposes and principles of these Articles;

Article 38

Plans for the application of the armed forces shall be made by the Command Staff Council with the assistance of each Exile Alliance Divisional Leader;

Article 39

There shall be established within the Exile Alliance a Military Staff Committee to advise and assist the task force on all matters relating to the Exile Alliance’s military requirements for maintaining inter-clan peace and security;

The Military Staff Committee shall consist of a General or their representatives. Any member of the alliance may be invited to provide representation on the Military Staff Committee where its responsibilities require the participation of that member in its work;

The Military Staff Committee, with the authorization of the Field Marshall Council, shall establish a Special Task Force as the armed, peace-keeping, forces of the Exile Alliance. It shall be responsible for the establishment and maintenance of all facilities of the task force, including armed troops, bases, and training facilities;

The Military Staff Committee shall be responsible under the Field Marshall Council for the strategic direction of the armed forces, and the other armed forces of the alliance when required for the maintenance of inter-clan peace and security;

Article 40

The action required to carry out decisions of the Field Marshall Council for the maintenance of inter-clan peace and security shall be taken by the Security Officer, using such contingents as appropriate to the specific action;

Article 41

The members of the Exile Alliance shall join in affording mutual assistance in carrying out the measures decided upon by the Field Marshall Council and in assisting the Military Staff Committee in the performance of its duties and obligations;

Article 42

If preventive or enforcement measures against any clan are taken by the Military Staff Committee, any other clan in the alliance, which finds itself confronted with special economic problems arising from the carrying out of these measures shall have the right to consult with the Field Marshall Council with regard to the solution of its problems;

Article 43

Nothing in these Articles shall impair the inherent right of individual or collective self-defense against armed attacks occurring to members of the Exile Alliance, until the Field Marshall Council has taken measures necessary to maintain inter-clan peace and security, and Military forces can be brought into action. Such actions taken by members of the Exile Alliance in their self-defense shall be immediately reported to the Field Marshall Council.

Chapter VIII

Military Staff Committee and Special Task Force

Article 44

There is established a Special Task Force as the armed peace-keeping forces of the Exile Alliance. It shall initially be comprised of contingents assigned to it by members of the Military Staff Committee under Article 39 until such time as facilities, recruitment, and training obviates the necessity of drawing upon the armament of any member;

The operations and actions of the Special Task Force shall at all times be under the direct cognizance of the Field Marshall Council and the Military Staff Committee which shall also prepare and deploy for operations;

Article 45

The training of task force personnel shall include all fields of science and technology as well as the military arts in Exile Alliance. It is the intent of these Articles that Special Task Force shall be used to conduct missions of exploration and investigation within the treaty exploration territory whenever its services are not required in the maintenance of inter-clan peace and security;

The Field Marshall Council and the Military Staff Committee shall be at all times kept informed of the activities undertaken, or contemplated, for the exploration and investigation of the treaty exploration territory.

Chapter IX

Social Co-operation of Task Forces

Article 46

With a view to creating conditions of stability and well-being which are necessary for peaceful relations among the Exile Alliance social systems based on respect for the principles of equal rights and self determination of all members, the Field Marshall Council shall promote:

Higher standards of living, full employment, and conditions of social progress and development;

Solution of inter-clan, social, health, and related problems; and

Universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to culture, sex, language, or religion;

Article 47

All members pledge themselves to take joint and separate action in cooperation with the Field Marshall Council for the achievement of the purposes and goals set forth in Article 43;

Article 48

The various specialized task forces, established by the Military Staff Committee agreement and having wide inter-clan responsibilities as defined in their basic instruments in social, cultural, educational, and related fields, shall be brought into relationship with the Military Staff Committee in accordance with

Article 49

Such forces thus brought into relationship with the Military Staff Committee are hereafter referred to as specialized task forces;

Article 50

The Military Staff Committee shall make recommendations to the Field Marshall Council for the coordination of the policies and activities of the specialized task forces;

Article 51

The Military Staff Committee shall, where appropriate, initiate negotiations among its members concerned for the creation of any new specialized task forces required for the accomplishment of the purposes set forth in Article 41;

Article 52

Responsibility for the discharge of the functions of the Special Task Force as set forth in this Chapter shall be vested in the Military Staff Committee and under the authority of the Field Marshall Council.

Chapter X

The Diplomacy Council

Article 53

The Diplomacy council shall consist of five (5) members of the Exile Alliance as elected by the Diplomacy Officer; each member of the treatyship council shall have one (1) vote; each treaty is approved or denied by a 2/3 majority vote.

Article 54

Functions and Powers

The Diplomacy Council may make or initiate studies and reports with respect to inter-clan social, cultural, and related matters and may make recommendations with respect to any such matters to the Field Marshall Council;

It may make recommendations for the purpose of promoting respect for, and observance of, colony or clan rights and fundamental freedoms for all;

It may prepare draft instruments with the rules prescribed by the Diplomacy Officer in cooperation with the Field Marshall Council;

It may prepare draft instruments for admission as an alliance, with respect to matters falling within its competence;

It may call, in accordance with the rules prescribed by the Supreme Assembly, inter-clan conferences on matters falling within its competence;

Article 55

The Diplomacy Council may enter into agreements with any other clan, defining the terms on which the agency concerned shall be brought into an alliance with the Exile Alliance. Such agreements shall be subject to approval by the Field Marshall Council;

It may coordinate the activities of the specialized agencies through consultation with and recommendations to such agencies and through recommendations to the Field Marshall Council and to the members of the Exile Alliance;

Article 56

The Diplomacy Council may take appropriate steps to obtain reports from the specialized task force. It may make arrangements with the members of the Military Staff Committee and with the specialized task force to obtain reports on the steps taken to give effect to its own recommendations and to recommendations on matters falling within its competence by the Field Marshall Council;

Article 57

The Diplomacy Council may furnish information to the Field Marshall Council and shall assist the Military Staff Committee upon its request;

Article 58

The Diplomacy Council shall perform such functions as fall within its competence in connection with the carrying out of the recommendations of the Field Marshall Council;

It may, with the approval of the Field Marshall Council, perform services at the request of members of the Military Staff Committee and at the request of specialized task force;

It shall perform such other functions as are specified elsewhere in these Articles or as may be assigned to it by the Field Marshall Council;

Article 59

Voting

Each member of the Diplomacy Council shall have one vote;

Decisions of the Diplomacy Council shall be made by a 2/3 majority vote of the members present and voting;

Article 60

Procedures

The Diplomacy Council shall adopt its own rules of procedure;

The Diplomacy Council shall meet as required in accordance with its rules, which shall include provision for the convening of meetings on the request of a majority of its members.

Chapter XI

Exile Alliance Court of Justice System

Article 61

The Field Marshall Council shall establish under its authority a Court of Justice system lead by the Security Officer for the administration and supervision of individual members.

Article 62

The basic objectives of the Justice system, in accordance with the purposes and principles of the Field Marshall Council as laid down in these Articles, shall be:

To further inter-clan peace and security;

To promote the political, social, and educational advancement of the inhabitants of the colony, and their progressive development towards self-government or independence as may be appropriate to the particular circumstances of each situation;

To encourage respect for member rights and for fundamental freedoms for all without distinction as to culture, sex, language, or religion, and to encourage recognition of the members; and

To ensure equal treatment in social, and commercial matters for all members of the Exile Alliance and their chain of command, and also equal treatment for the latter in the administration of justice, without prejudice to the adjustment of foregoing objectives and subject to the provisions of Article 80;

Article 63

The terms of the Exile Alliance Court of Justice, including any alteration or amendment, shall be agreed upon by the social systems directly concerned and ultimately approved by the Field Marshall Council before implementation;

Article 64

The Court of Justice shall, in each case, include the terms under which the ruling will be administered and designate the authority which will be exercising the administration of the ruling. Such authority hereinafter called the administering authority may be one or more members of the Exile Alliance itself;

Article 65

It shall be the duty of the administering authority to ensure that the member shall play its part in the maintenance of inter-clan peace and security. To this end the administering authority may make use of volunteer forces, facilities, and assistance from the other Exile Alliance members or alliance clans in carrying out the obligations towards the Court of Justice undertaken in this regard by the administering authority, as well as for the local defense and the maintenance of law and order within the Exile Alliance;

Weekly reports shall be prepared and submitted to the Field Marshall Council for review. Reports shall contain any and all disputes settled by the Divisional Leader, Divisional Officer, as well as the Justice Court itself.

Article 66

The Exile Alliance Court of Justice shall have, at a minimum, three (3) persons but not more than seven (7) to assist in the performance of his or her duties.

Chapter XII:

Setting of the Exile Alliance Chain of Command

Article 67

The Command Staff Council is responsible for the planning and implementing a proper chain of command. Each Divisional Leader within the chain of command shall have, at a minimum, one (1) Assistant Leader. Having an Assistant Leader in excess is up to the discretion of the Divisional Officer. If the Divisional Officer so wishes, they may express a need to the Divisional Officer to appoint a second Assistant Leader or more.

Article 68

New members coming into Exile Alliance shall have an evaluation before an actual placement is performed. Only current members that hold the rank of Major or above can recruit and administer the evaluation. All new members must meet the final approval from the Divisional Leader. Once approved, the Divisional Leader shall; or designate an individual to instruct the new member of the protocols set forth by the Recruitment Officer and Promotions Officer.

Article 69

Members that hold a rank under the rank of Major can recruit new members and submit their recommendations up their chain of command for an evaluation and approval in accordance with article 64. All new members shall start out as a 2nd Lt unless a Divisional Leader decides otherwise or with a recommendation from a Senior Officer.

Article 70

New members from other clans may be brought in with the rank they held in the clan if the Field Marshall so desires or at a minimum, the new member shall start out as a Captain rather than a 2nd Lt.

Chapter XIII

Article 71

Recruitment Officer

The Recruitment Officer shall instruct Divisional Leaders as to the protocols he or she have set forth for every new member into the Exile Alliance once that member is Approved in accordance with Article 67. The Recruitment Officer is empowered to enforce such protocols as they deem necessary under the guidance of the Command Staff Council and/or the Field Marshall Council. The Recruitment Officer shall coordinated information with the Promotions Officers as new members are brought into the Exile Alliance.

Article 72

The Recruitment Officer shall have, at a minimum, one (1) person but not more than five (5) to assist in the performance of his or her duties.

Chapter XIV

Article 73

Promotions Officer

The Promotions Officer shall keep a record of all members in the Exile Alliance. This record shall contain within it, at a minimum, the date the member joined the Exile Alliance, working email address, the member’s name, the members current rank, date member received current and previous rank (if applicable), and projected date member is available for promotion.

Article 74

The Promotions Officer shall prepare weekly reports for the Command Staff Council and Field Marshall Council of members that will become eligible for a promotion. Weekly reports shall contain the actual date a member is due for a promotion as well as a summary of activity for each member eligible. The Promotions Officer shall also include any member a Divisional Officer submits for early promotion.

Article 75

The Promotions Officer shall have, at a minimum, one (1) person but not more than five (5) to assist in the performance of his or her duties.

Chapter XV

Article 76

Divisional Officer

The Divisional Officer shall monitor activity of all divisions. They shall prepare weekly reports to be submitted to the Command Staff Council as well as the Field Marshall Council.

Article 77

Weekly reports shall contain recommendations for new divisions, recommendations for the remove of an existing division, as well as reports submitted to them by each Divisional Leader. The Divisional Officer shall assist Divisional Leader with situations involving individual divisions.

Article 78

The Divisional Officer shall have, at a minimum, one (1) person but not more than five (5) to assist in the performance of his or her duties.

Chapter XVI

Article 79

Security Officer

The Security Officer shall lead the Exile Alliance Court of Justice. They shall monitor and record threats to the Exile Alliance. They shall delegate individuals to investigate complaints or disputes forwarded to them by the Divisional Officer or any other member within the Exile Alliance. The Security Officer reserves the right to investigate complaints or disputes on their own.

Article 80

The Security Officer shall oversee resolutions to disputes are carried out in full. They shall coordinate resolutions with Divisional Leaders to insure proper adherence to such resolutions.

Article 81

The Security Officer shall have, at a minimum, one (1) person but not more than five (5) to assist in the performance of his or her duties.

Chapter XVII

This chapter will establish Ranks within the Exile Alliance. This section shall also outline certain Staff Officer rights.

Article 83

A Division Leader shall carry the rank of Colonel (Col). Divisional Leaders shall have the rights to govern their division. They shall be allowed to set rules and protocols unless otherwise outlined within the articles of this constitution.

Article 84

Divisional Leaders shall have, at a minimum, one (1) person but not more than two (2) to assist in the performance of his or her duties.

Chapter XVIII

Miscellaneous Provisions

Article 85

Amendments to these Articles shall come into force for all members of the Exile Alliance when they have been adopted by a two thirds (2/3) vote of the members of the Field Marshall Council and ratified in accordance with their respective statutory processes;

Article 86

A general conference of a majority of the members of the Exile Alliance for the purpose of reviewing these Articles or for general assembly may be held at a date and place to be fixed by a two thirds (2/3) vote of the members of the Field Marshall Council. Each member of the Exile Alliance shall have one (1) vote in the conference when asked to vote on the subject or subjects at hand;

Any alterations of these Articles recommended by a two thirds (2/3) vote of the conference shall take effect when ratified in accordance with their respective statutory processes;

If such conference can not been held before the third regular session of the Field Marshall Council following the coming into force of these Articles, the proposal to call such a conference shall be placed on the agenda of that session of the Field Marshall Council, and the conference shall be held if so decided by a majority vote of the members of the Field Marshall Council and Command Staff Council.

Chapter XIX

Ratification and Signature

Article 87

These Articles shall be ratified by the 2/3 majority vote in accordance with their respective statutory processes;

The ratifications shall be deposited with the government of the Field Marshall Council, which shall notify all of the members of the Exile Alliance as well as any alliance clans of the organization;

These Articles shall come into full force upon the deposit of the ratifications by the Field Marshall Council. A protocol of the ratifications deposited shall thereupon be drawn up by the Field Marshall Council which shall communicate copies thereof to all the members of the Exile Alliance;

Duly certified copies thereof shall be transmitted by the Field Marshall Council to the members of all the Exile Alliance.

Amendment I

The individual position of Recruitment Officer and Promotions Officer shall be combined into one (1) position.  The position shall be called Recruitment Officer
